【摘要】:Thispracticewillpermitvariousagenciestocompareintersectionturningmovementdatausingtwofoundationalprinciples,truthindataandbasedataintegrity.Thesetwoprincipleshelpensurethatintersectionturningmovementcountscanbecorrectlyinterpretedandappropriatelyusedtoimprovethesafeandefficientoperationofintersections.Theprinciplesmaybesummarizedasfollows:Truthindataprinciple8212;Thetruthindataprincipleprovidesinformationthatassistspotentialdatauserstounderstandwhatthedatadoanddonotmean.Theopportunitytocollectdatathatadvisesafeandefficienttransportationcarrieswithittheobligationtoreporthowthedatawerecollected,edited,summarized,andreported.Basedataintegrityprinciple8212;Theprincipleofbasedataintegrityretainsthefielddatacollected.Inkeepingwiththeprincipleofbasedataintegrity,itispossibletolookattheoriginaldatatoverifyanysubsequentchangestothedata.Inintersectionturningmovementandotherdatacollectionactivities,fielddatamaybeedited,adjusted,andthensummarizedandreported.Whateverstepsaretakentoensurethequalityofthedatasummarized,thebasedatamustnotbecorrupted.Inkeepingwiththeprincipleoftruthindata,editingandadjustmentsaredocumented.1.1Thispracticeforintersectionturningmovementdataacquisitionwasdevelopedtoimproveitsqualitybyspecifyingthedataitemstobecollectedandaprocedurefordocumentingtheresults.Suchapracticewillprovidetheabilitytocomparethesedataovertimewithingovernmentalagenciesandamongdifferentgovernmentalagencies.Whiletherearenationalandinternationalstandardsforroadsegmenttrafficdata,thereisnotapracticeforintersectionturningmovementdataacquisition.1.2Units8212;Thevaluesstatedininch-poundunitsaretoberegardedasthestandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
